OTTAWA (Reuters) - The Canadian dollar's recent surge may be based more on speculation than on economic fundamentals, the Canadian government said on Tuesday. "Recent increases of the dollar may reflect generalized U.S.-dollar weakness and speculative sentiment toward the Canadian dollar rather than domestic fundamentals," Finance Minister Jim Flaherty said in his fiscal and economic update. That is the sort of language the Bank of Canada has recently used to suggest that, if the currency did not retreat somewhat, it might have to step in to cut interest rates. Flaherty's fiscal update is predicated on a substantially weaker Canadian dollar and uses private-sector economists' projections for a range of economic indicators, which could produce different outcomes if they turn out to be wrong. "Based on the private-sector forecast, the dollar is projected to depreciate to 96 U.S. cents in 2008 and 95 U.S. cents in 2009. This is well below the current trading level of the dollar," the update said. The Canadian dollar closed at US.0492 on Tuesday, making a U.S. dollar worth 95.31 Canadian cents. "If the Canadian dollar were to remain close to recent trading levels, this would pose a downside risk to the trade sector and to overall economic growth," the update said. WHAT OTHERS HAVE SAID ABOUT THIS NEWS STORY I agree with the North American currency idea. I mean, Canada and US have everything else in common, why not cash? I mean, the Canadian dollar has been either par or close with the US dollar over the past couple years, ranging between 85 US cents to .05US. So why not just combine the currencies? Alot of cross-border shopping is done, it'd make things easier for buyers, sellers, and banks. Why even waste our time discussing a common currency. The US will barely even let us through the border these days. Such discussion belongs in the realm of gumdrops and fairies. Its not our dollar's strength, its the US dollar's weakness. If we compare against the euro we really haven't moved. As for sliding back 10 cents in the next year, I wish I knew what they thought was going to improve in the US, all I hear is the word recession when it comes to the US economy Yes a common North American currency would be great, but a global monetary unit is next to imposible due to the turmoil in some lesser developed countries. Now is the time, with US and Canadian dollars being almost at par. Seems the only people coming out ahead with these exchange rates are the banks and credit companies who charge 2-2.5% each time you exchange currencies. I just finished watching your interview you did with Brooks and Dunn. I like some country music and they're on my list. As far as the interview went , I was hoping to get a little more insight into who they were personally. It must be a challenge to decide what direction you hope the interview will go, and with time constraints ,that makes it more interesting. When you talk about certain incidents that happened to you , the reception you get is always going be possitive. It worked with them. Throw in more stuff about experiences you've had . Dear George, I see you have some confusion regarding MMP...please accept this attempt to provide clarification. Most people understand the present FPTP system: candidate with most votes wins. Party with most MPP's forms government. With proportional representation there are now many variations (7 or 8, I think, maybe more), each being an attempt to fine-tune earlier versions which have shown an unfortunate tendency not to work very well. The essential idea is to have each party receive its' due proportion of the overall vote, above a minimum percentage, usually 3-5% of total is needed to gain one seat. In one of the schemes, MMP (correct acronym MMPR), there are two types of MPP proposed: MPPs that are directly elected, one per riding, and some MPPs appointed (NOT elected) from a list provided by the parties. The number of appointees is proportional to the voting percentage, hence the name. What is problematic is the assumption that if you don't vote for the winner, your vote is "wasted", and the election somehow is unfair as a result (fairness is heavily stressed by MMPR proponents, especially by the neophytes on the Citizens Assembly). The main problem with MMPR is that it leads to badly fragmented oppositions in never-ending minority or coalition governments, wherein the legislative process gets hijacked by small special interest parties (see Italy, Israel, Ukraine, Croatia, and Iraq, among others). According to the New Zealand Election Study-www.nzes.org- (a government-run process), most voters there want rid of MMPR; more than 75% are fed up with coalition governments, and are highly disatisfied with MMPR. I recommend the comment section on Canoe news/change the electoral system for a much more in-depth discussion. My position? MMPR is about POWER, and who gets to use it...it has nothing to do with "wasted" votes, fairness, or better representation---those are part of the cover story---MMPR is about side-stepping elections so that socialist parties (NDP and Greens) can use the balance of power to manipulate sitting governments into doing things their way. When Copernicus proposed his then heretical idea of a solar system, many attempts were made to devise a model of an Earth-centric system to prove him wrong, each more desperate and complicated than the last. The multiplicity of proportional representation schemes reminds me of this campaign. No matter how fine-tuned, PR systems are exploitative, unwieldy, require huge ballots due to multiple parties (NZ had 19 last count), and won't work...don't forget, it was the German prop.rep system that brought Adolf Hitler to power in 1933! This a short skimming of the process...I could provide a more in- depth explanation, but considerably more space would be required...see Canoe for much more info.

Hey George, I'm a friend of a friend. Wanted to know if you are interested in taking a public position on two hot button topics, the environment and Canada Post/Junk Mail. Something as simple as a do not send junk mail opt out option, would cut back on wasted paper products that need to be recycled or get thrown away by hundreds of millions of tons per year. It would also set an example for the rest of the 1st world nations and put Canada on the world stage as a leader in environmental matters.
